Can students add content to a Blackboard site?

Yes, here are several ways students can post text, images and linked files to Blackboard.
1) You can set up collaborative web sites called wikis. Alternatively, you can enable individual pages called blogs. Students can post text, images and files to these sites. By default, access to blogs and wikis is limited to those enrolled in your course or organization site. However you can export the sites onto public web pages if you like. You can also set up RSS feeds from the blogs.

2) You can set up a group file exchange area that will enable some or all members of a course to post and download files. See How do I create an area for file exchange between students? for more details.

4) Students can attach files to discussion board comments.
